David Moore, owner of ASAP Cab Company, was arrested in July for allegedly stealing over $1 million from Medicaid. New York Attorney General Letitia James reported that Moore used fictitious billing and illegal kickbacks to overcharge for transportation services. From January 2019 to August 2023, Moore allegedly submitted claims for fictitious trips, significantly inflated the mileage of actual trips and billed trips with multiple passengers as if each passenger was in a separate vehicle. Additionally, Moore allegedly used Cash App and Venmo payments to incentivize Medicaid patients to use his services – some of whom were reportedly suffering from substance abuse disorders.
“David Moore exploited his role to steal from New York’s Medicaid program, putting vulnerable New Yorkers at risk and undermining honest businesses that provide essential transportation services,” James said.
Medicaid recipients who lack access to transportation can use approved transportation providers to travel to and from covered medical services, and providers receive reimbursements from Medicaid for their services.
Moore was arrested on June 21 and charged with Grand Larceny in the First Degree, two counts of Health Care Fraud in the Second Degree and three counts of Medical Assistance Provider Prohibited Practices.
