The New York City Taxi & Limousine Commission (TLC) released its Regulatory Agenda for Fiscal Year 2026, highlighting five areas where new or updated rules are under consideration. These changes aim to improve safety, streamline oversight, and modernize regulations across the industry:
Strengthening Data Submission Rules for High-Volume FHV Services: TLC plans to require high-volume for-hire vehicle services (HVFHS) to submit trip data more often than the current bi-weekly basis to shorten the lag between trip completion and data delivery, enabling quicker enforcement on violations and improving the agency’s ability to analyze trip patterns and trends.
Updating Safety and Emissions Rules for FHVs: Proposed changes would allow new FHVs with higher mileage to undergo visual-only inspections at TLC facilities, removing outdated safety restrictions. The TLC also seeks to prohibit guard grills and bumper guards, which may increase injury risks during crashes.
Updating Safety and Emissions Rules for Taxis: TLC also plans to allow new taxis with higher mileage to be approved for service after a visual-only inspection. A guard grill and bumper guard prohibition is also being considered.
Revising Rules for Tech Service Providers and Interior Ad Providers: TLC wants to amend requirements for airing TLC public service announcements (PSAs) on Taxi TVs and FHV advertising tablets, adding clearer procedures for providers to reject TLC-submitted content and penalty provisions.
Updating Licensing and Education Requirements for Drivers: The TLC is considering rule changes to address service refusal violations, improve exam security, and expand safety education to drivers. The updates would also streamline the language around licensing and renewal processes.
