The Black Car Fund (BCF) has lowered the surcharge paid for by the passengers of for-hire vehicle drivers, which covers drivers’ workers’ compensation and the long list of additional benefits that they receive at no cost to them. As of Feb 1, 2025, the rate dropped from 2.75% to 2.5% – but this will not in any way affect the benefits they provide to their covered drivers.

Just weeks after Congestion Pricing went into effect, the BCF’s Ira Goldstein says they are doing everything they can to take some of the sting out of it for drivers.

“At a time when New Yorkers are facing an increase in their cost of living, we are happy to be able to lower the surcharge, without affecting the benefits we provide to our covered drivers,” Goldstein explained. “In fact, we continue to seek out new ways to provide our drivers with even more benefits.”
