The New York City Taxi & Limousine Commission (TLC) has released its Regulatory Agenda for fiscal year 2024–2025 (July 1, 2024, to June 30, 2025). The agenda includes the following highlights:

Vision Zero: Increased penalties for unsafe driving violations and a new education course to enhance safety are being added.

Strengthened Data Submission Rules: High-Volume For-Hire Services (HVFHSs) will be required to provide data more frequently.

Revised Driver Expense Portion of Pay Rules for HVFHSs: Pay rules will be amended and methodology updated for calculating driver expenses.

Improved Service Quality of Accessible FHVs: Rules will be amended to strengthen performance benchmarks, promote compliance among smaller bases, and clarify reporting requirements for wheelchair-accessible vehicle trips.

Updated FHV Safety and Emissions Rules: Rules will be amended to increase maximum mileage for new FHVs to have an initial visual inspection; prohibit guard grills and bumper guards, and streamline decal requirements.

Accessible Taxi Dispatches: Rules will be amended to better match wheelchair-accessible taxis to passengers who request them on an E-hail application. The TLC will move from a vendor-based program to a rules-based approach, allowing Technology Service Providers and E-hail Providers to dispatch WAV rides.

Updated Taxi Safety and Emissions Rules: Rules will be amended to increase mileage limits for new taxi vehicles; eliminate the maximum horsepower requirements for approved taxis; have an initial, visual-only inspection at the Commission’s facility; prohibit guard grills and bumper guards on vehicles; and streamline decal requirements.
