Manhattan officials are pushing to restrict street parking in parts of the borough to residents, now that more out-of-towners are finding spots north of 60th Street to avoid congestion pricing. Councilwoman Carmen De La Rosa and Borough President Mark Levine are pushing a bill that would create a pilot program for residential parking permits in the borough’s northernmost neighborhoods. The idea is to charge local residents a fee for placards that would give them priority for curbside parking and invest a portion of the revenue in local infrastructure.

Such a parking program would require approval from the State Legislature, which has given other New York cities the greenlight for similar programs. Sen. Robert Jackson is the lead sponsor on a bill that would give NYC the authority to create permitted parking. In February, Assemblyman Alex Bores committed to introducing the same measure in his chamber, according to De La Rosa.
