As of April 15, 2025, former Livery Vehicle owners whose licenses expired between March 7, 2020 and September 12, 2022 are eligible to apply to have their licenses reinstated under the COVID-19 Livery Vehicle Recovery Act. Eligible vehicle owners will have until April 15, 2026 to apply to renew their licenses. To reinstate their license, they must meet the following qualifications and follow all restrictions:

- If your license was suspended or revoked at the time it expired, you may not be eligible.
- These licenses will carry the same restrictions they had when they expired. For example, a license that was restricted to an electric vehicle (EV) may only renew as an EV, and a license restricted to a wheelchair accessible vehicle (WAV) may only renew as a WAV.
- Although the original license must have been affiliated to a livery base, licenses renewed under the Act can also be affiliated to traditional black car or luxury bases – but they may NOT be transferred to a high-volume for-hire base (like Uber or Lyft).
