New York’s Department of Citywide Administrative Services (DCAS) began implementing Intelligent Speed Assistance (ISA) as part of a pilot program in 50 vehicles in August 2022. The technology uses telematics to monitor vehicle locations and local speed limits. When a vehicle attempts to exceed the speed limit, ISA prevents its computer from sending a signal to the accelerator. It can be set at, above, or below the speed limit.

In October 2024, DCAS and the U.S. DOT Volpe Center published a study on ISA performance, and announced the installation of 500 new ISA units, making it the largest such program in the U.S. DCAS is now in the process of expanding ISA to 200 additional city vehicles this summer. The recent expansion focuses on high-risk behaviors, like a history of speeding, red-light violations and other high-risk driving, as identified by the Fleet Office of Real Time Tracking (FORT).
