New York’s City Council introduced

legislative on Aug. 13 (Council Bill 09932026) that seeks to transfer licensing, oversight, and  enforcement  of  pedicabs  from  the NYC Department of Consumer and Worker Protection (DCWP) to the Taxi & Limousine Commission (TLC). The TLC would then be required to issue pedicab business and

driver’s licenses, promulgate regulations, and enforce laws – as well as study and report on ways to lower pedicab insurance costs.

Findings  from  City  Council  have highlighted the need for clear licensing and consumer protections regarding pedicabs. Stories of inflated and/or unclear pricing, especially  targeting  tourists,  have  been

reported, but industry advocates point to the recent successes the TLC has had reducing hustler activity at area airports and wonder if it makes sense to dilute the agency’s resources at this critical time.

The bill is still in committee and has not yet been enacted.
