According to The Livery Roundtable (LRT), several livery bases have failed to pay their membership dues to the Hereford Insurance Company, the insurance carrier for the New York Independent Livery Driver Benefit Fund (NYILDBF). Those bases were sent a Notice of Cancellation.
A list of the bases that and had their memberships canceled as of 1/21/26 can be found at https://www.theliveryroundtable.org/contact/.
The LRT notes that the failure of livery bases to pay their membership payments or to otherwise have their membership canceled means that they have no Workers’ Compensation coverage with the Fund. “Unless they have a private policy of full Workers’ Compensation coverage, they are in violation of the law.” They are also subject to fines from the Workers’ Compensation Board, suspension of their base license, and/or at risk for personal liability in the event a driver of an affiliated vehicle is injured while working.
The bases on the cancellation list will be subject to stop work orders issued by the Worker’s Compensation Law and suspension of their Base license by the NYC Taxi & Limousine Commission (TLC).
