In the New York City Taxi & Limousine Commission’s (TLC’s) annual For-Hire Vehicle (FHV) License Review report, the agency continues to consider whether the market needs additional FHV licenses. In TLC Chair Midori Valdivia’s first report, “The TLC has concluded that no new TLC plates are needed before the next annual review in 2027. The report also confirms that the wheelchair accessible vehicle (WAV) exception to the TLC plate cap will remain in place.”
The TLC reviews the state of the city’s FHV industry, including assessing trip volumes, vehicle supply, traffic congestion levels, driver earnings, license attrition rates, outer-borough service, and electric vehicles and charging infrastructure. The February 2026 report covers the period of February 2025 through January 2026.
