The following updates to NYC’s proposed Central Business District Tolling Program were provided by the Black Car Assistance Corporation (BCAC):

  • The U.S. Department of Transportation received the Environmental Assessment and is reviewing public comments.
  • In weighing the assessment and comments, the USDOT will determine if a full Environmental Impact Statement is necessary; if so, that stage would add another 18 to 24 months to the process.
  • After USDOT’s final review of these inputs, the NYS Traffic Mobility Review Board would be activated to make recommendations on a pricing model, which would then be presented to the MTA for review and public comment.
  • The process can be halted at many points via lawsuits from States and local governments claiming burdensome impacts from any proposal.
