Founded in 1986, Black Car News provides the New York City Metropolitan Area's For-hire Vehicle industry with breaking news, informative articles and details about the latest products and services.
In April of 2005, Neil Weiss purchased Black Car News from well-known industry advocate, Victor Dizengoff, who himself had bought the newspaper 14 years prior. Published monthly, Black Car News reaches more 10,000 readers around the world.
A published author, industry consultant and Editor/Publisher of Black Car News, Neil has been involved in the publishing end of the ground transportation industry since 1991, writing over 1,000 articles on wide variety of subjects. He has served as Associate Publisher of Limousine & Chauffeured Transportation (LCT) Magazine, has written extensively for Bus Ride magazine and was Editor of Limousine Digest for seven years. Neil has a Bachelor of Arts Degree from Rutgers University.
Victor Dizengoff began his career in the ground transportation industry in 1959 as a part-time taxicab driver in Brooklyn. He served as secretary of the industry's first trade association, the Association of Radio Metered Taxicab Owners Council (ARMTOC), and published the first "Two-Way Radio" newspaper for the industry in 1975, the "ARMTOC News."
A pioneer of the city's Black Car industry, Mr. Dizengoff helped start the first Black Car company in New York in 1976. The company was eventually sold in 1983. In 1984, he opened the doors to what is today one of the premier Black Car companies in New York City. Victor sold the company in 1990 and contracted to open a Black Car company in Chicago, the first of its kind, in 1991.
He returned to New York in 1991, taking over ownership of Black Car News and growing it into one of the most respected newspapers in the industry. That same year, he became the Executive Director of the Black Car Assistance Corporation. In 1999, he was made Chairman of the Board of Directors of the NYBCOICF, and is currently its Executive Director. Mr. Dizengoff also serves on the NYC T&LC's Black Car & Limousine Advisory Board; and he is Co-Chairman of the TLPA's Sedan & Limousine Division; and he is the 2010 President of the Taxicab Limousine & Paratransit Association.
